New Requirements: Texas Vehicle Transfer Notification (VTN) Changes

For motor vehicle transactions, a critical process exists to ensure a smooth transfer of ownership and protect both sellers and buyers from potential legal entanglements. The Vehicle Transfer Notification (VTN), a significant document in this journey, has undergone crucial changes that all Texas independent motor vehicle dealers need to be aware of.

A Vehicle Transfer Notification ( VTN ) allows a seller to notify the department of the transfer of a used motor vehicle. The VTN helps protect the seller from criminal or civil liability involving the vehicle if submitted within 30 days of the date of sale. Submission of a properly completed VTN adds a remark on the motor vehicle record indicating the vehicle has been transferred. The remark remains un til the buyer applies for title and a new title is issued.

As a result of House Bill 3288, 88th Legislature, Regular Session, the seller's telephone number and the buyer's full name, address and telephone number are now required on the VTN for vehicles transferred September 1, 2023, or later. If this information is not provided, the department will reject the VTN and will not indicate the transfer on the motor vehicle record.

The department's online submission of the VTN for both the public and licensed Texas motor vehicle dealers was programmed to accommodate these changes with deployment of the Registration and Title System Release 23.4 to be effective September 1, 2023. In addition, the attached Texas Motor Vehicle Transfer Notification (Form VTR-346) has been revised and will be available on the department's website at www.txdmv.gov .
